But I think the zeonizers are somewhere in the power chamber, if you remember in the movie, they go to another section of the power chamber to meet the zords and also their morphers or their powers from the zeonizers could be only transfered to the turbo morphers

But, there's a problem with the idea that the Turbo Powers are the Zeo Powers upgraded. Forever Red. Yes, I KNOW that Forever Red is the ultimate forbidden episode, but hear me out here. Assuming that it is canon, as the producers say it is, then how do you explain Zeo AND Turbo powers appearing?
Personally, (and this is sort of reflected in my fanfic, coming soon, I promise) I think Zeo and Turbo Powers are completely seperate. The way I saw it, the Zeo Powers weren't going to get the Rangers through the gateway thing or whatever. They needed a different power. Hence, the Turbo Powers. And, they kept the Turbo Powers because they were the new active powers. But, when Tommy, Kat, Tanya, and Adam passed on the Turbo Powers, they kept the Zeo Powers, and Rocky never lost his Zeo powers.
